Tactics are associated to zones (US, EU, China, India and RestOfWorld), they represent the policies that geopolitical blocs may take when facing global warming.
Tactics are sliders in the G2WS simulator, so that the user may see the effect of policies. They may also be optimized using a game-theoretical evolutionary approach (see illustration below)
Policies are quite simplistic with CCEM. They can be decided from start, or trigerred by "pain" as the consequences of global warming are impacting the population. In that case, a policy is the "redirection" as defined by Bruno Latour, how the political ruler of a zone reacts to the current state of the zone.
Here are the currently implemented tactics in CCEM v9. Each page describes the principle of the policy and how it may be set up in G2WS.
